Use voice to control volume on Apple TV

I use Siri on my HomePod Mini to change the apps and playback on my Apple TV and it mostly works pretty well. However, it doesn't seem to work with the volume control. Whenever I attempt to control the volume by voice from either the HomePod Mini or the Apple TV remote, I get this message: "You can adjust the volume with your Siri remote," which I'm assuming they mean the physical buttons on the remote.

Is there a way to control the volume on the TV without using the remote? Is there a setting I missed setting that would allow me to do this?
