How to program Harmony remote to control Apple TV 4K Volume

I'd like to be able to use my Airpods with my Apple TV, however, it seems I can only use the Apple/Siri remote to control the volume.


Is it possible to use a Harmony (or other generic remote) to control the Apple TV 4K volume?

For audio setups that use TVs, soundbars, or receivers, volume control is done on those devices directly, to their respective IR receptors.

For Wi-Fi and Bluetooth speakers and headphones, including AirPods, (i.e. without IR receptor) connected wirelessly to Apple TV directly, that will be different, and that might need volume control through the Apple TV. Not sure how that would work with a universal remote.
