I turn on hotspot on my phone and have my iPad Air mounted on the dash. It’s a wifi only and I’m looking to find voice directions to turn them on?
For Apple Maps. Is Apple really not going to allow this and force me to just use google maps? I found plenty of directions on doing it with a cell and Wi-Fi iPad but on Wi-Fi only there is no Spoken Directions option.

I thought it maybe that they decided to not offer “maps spoken directions” on Wi-Fi only.
I went ahead and put in a request to add, but I’m not holding my breath.
for now I’m forced to use google maps. 🤷♂️
I'm using the iPad for Bluetooth connection as a music player as well as maps, so the phone is not connected when using iPad, but yes, of course it does work for spoken directions. The idea is using the iPad gives me a better view of a combo music and maps. The reason for that is twofold my eyes are not what they used to be, and iOS on phone does not give landscape music yet?

On the site Get driving directions in Maps on iPad is the following:
On Wi-Fi only models, Maps shows turn directions in a banner at the top left. To see the next direction, swipe the banner left. To view a list of upcoming directions, tap the route card at the bottom of the screen, then tap Details.
On Wi-Fi + Cellular models, Maps speaks turn-by-turn directions to your destination. While following the route, you can share your ETA, find a place to stop, turn off spoken directions, and view a route overview or a list of turns. Maps remains onscreen and continues to speak directions even if you open another app or if iPad locks. (To return to Maps from another app, tap the directions banner at the top of the screen or the navigation indicator in the status bar.)
Based on the fact that your model is Wi-Fi only and the above statement, spoken turn-by-turn directions would not be possible on that device. If you are using an iPhone for Instant Hotspot, that device should provide spoken directions if used with Maps.
