Ralf-F's link is perfect it the pictures are in Mac Photos. If you have some pictures sitting in a folder on your Mac that are in HEIC, another option is to open them with Preview and Export them while selecting a different format.

If you'd like your iPhone to export pictures as jpg, then there are two settings on the iPhone that control this.

Settings>Camera>Formats should be set to Most Compatible

Settings>Photos>Transfer should be set to Automatic
