First you will want to be sure Safari is switched on in Settings > [Your Name] > iCloud > Apps Using iCloud. You can even toggle this switch. This and other suggested steps are found here and may lead to a resolution: If your iCloud or Safari bookmarks aren’t syncing.
If it still isn't syncing, iCloud may not be completed the sync yet. Make sure you have a strong Wi-Fi connection and plug into power overnight.
