I bought this phone from a second hand seller and was untold the iPhone was blacklisted how do I set it up to use with another carrier?

You've been scammed and you can NEVER use the phone. It was most likely stolen. Try to return it and get your money back, but as you've been scammed, you likely have no recourse at all. Recycle the phone responsibly as it's useless to you. Apple will NOT help you. We cannot help you.
