Apple Watch unable to receive phone calls if iPhone is in airplane mode

When I turn on airplane mode on my phone, my Apple Watch series 8 is unable to make or receive phone calls or texting. For background:

I pay for cellular, the watch does NOT mirror the phone for airplane mode, cellular is turned ON on the watch even if phone is in airplane. Still unable to receive phone calls- kinda the whole point of paying extra for the cell service.
