Connecting iPhone and iPad

My iPhone and iPad are on the same iCloud/Apple ID but I don’t receive messages on my iPad. I have Wifi cellular plan, my FaceTime and my iCloud are all the same on both devices but I can’t make or receive calls on my iPad. How do I troubleshoot this.

Go to Settings/Messages/Text Message Forwarding on the iPhone and add your iPad.
