It’s very weird I’ve never had an issue with voice control at all as mine is turned off but nowadays It’s been coming on unexpectedly whenever I’m watching YouTube or listening to Spotify the music changes by itself when I don’t touch my phone I have Siri turned off also what can I do to fix the voice control

Go to Settings - Accessibility - Physical and Motor - Voice Control and see if it is enabled. You can turn off if it is on.
Also check Physical and Motor - Side Button and see which option is selected. You might do a Shutdown and then Reboot to see if that helps.
