Turned on ADP, turned on Access iCloud Data on the Web -- can't access Photos and Notes on icloud.com

I turned on ADP and also selected "Access iCloud Data on the Web". Yet when I go to iCloud.com and try to load Photos or Notes, and choose "Send New Access Request", nothing happens -- nothing shows on my iPhone or iPad or Macbook Pro, despite them all being up to date. Note that I do get other access requests (the numeric passcode that pops up on the iPhone screen) just fine, such as when logging into these forums.

Is anyone able to access Photos and Notes on iCloud.com with ADP turned on?

I figured out that I can access iCloud.com from my Mac, but not my PC. Which is not really useful since the Mac has the Notes and Photos apps already. I checked to be sure I have iCloud 14.1 on my PC. Everything is up to date, but I cannot view Notes or Photos on iCloud.com from Windows 11.
