Apple wallet not syncing to Apple Watch

My iPhone apple wallet passes and membership/loyalty cards are not syncing. My payment methods however are syncing.

I have wiped and restored my watch and hard reset both my watch and phone.

Watch OS9.1, iOS 16.2.

On the 6, I had all my loyalty passes that were in my Apple wallet on my iPhone showing in my Apple wallet on my watch. After setting up my new watch, I cannot seem to get the Apple wallet to sync between my phone and my watch. I was able to manually add the payment cards that I need on my watch, but I have tried everything I can think of to get the loyalty passes to show up, including removing them from my phone and re-adding them to my phone, but they still do not show up on my watch. Wallet on Watch not syncing to iPhone One credit card which appears in my phone wallet does not show up on my watch wallet. Another credit card which was deleted from my iPhone wallet was not deleted from my watch wallet. I was able to add a member rewards card on my phone that DID sync correctly to my watch wallet. The issue seems to be isolated to the credit cards. I have recently updated the software on my iPhone and the problem persists. My software on the watch is up to date. I followed the directions in other threads to make sure the wallet app button is toggled on for apps using iCloud and it is. thanks.
