As the Home app isn't opening on one of your devices, the next steps to take are listed here: If an app on your iPhone or iPad stops responding, closes unexpectedly, or won’t open
As the last step listed in the link would be to contact the app developer if the issue remains, and the Home app was developed by Apple, that means the last step would be to contact Apple Support: Get Support

I sorted out this stage of the problem by turning off Home in my partner’s iCloud settings. This at least allowed me back into their Home app.
Unfortunately there are now added complications as they can’t join the existing Home network since the update. I appreciate that this is complicated by extra layers of third party software and hardware (we have a Hive hub), but others seem to be having similar problems. I may need to rebuild the Home network from scratch when i have some spare time:
