Is there a reliable way to unlock the watch as I have tried contacting the owner to have them unlock and remove themselves from the device but they are not responding it is a series 3. I can’t find out the serial number as I can’t get into the watch and do not have any of the packaging, so I have not been able to start an customer service request.

You've clearly been scammed and now own a useless wrist ornament. Apple will NOT unlock the watch. We can't help you unlock the watch. As LD150 correctly suggests, recycle the watch responsibly.

I did not purchase this item it was just given to me, so I was just working out what the best option was. I would recommend being less brash when you are trying to offer advice to people seeking help.
I'm sorry if you thought my reply was brash. People come here every day asking how to use a watch they got from someone, which is locked as the watch you have is. There is no way to unlock it without the person who locked it unlocking it. Since you suggested you can't get the previous owner to respond, that is a trademark response to someone scamming someone. The advice you have been offered doesn't change. You cannot use the watch without the person you got it from unlocking the watch. Since you can't reach them, recycle it responsibly as it is totally useless to you, whether it was given to you or your paid for it.

If you cannot contact the previous owner then the only option is to recycle the Watch. Apple will do it free or you can trash it.
Bearing in mind that Apple retails straps for around $49 you could try selling that on ebay.
