Can’t seem to enable this setting, it’s saying I’m not above the minimum age which is 18…but I am…how do I get rid of this problme

Check your Apple ID info, specifically your date of birth, in Settings>[your name]>Name, Phone Numbers, Email.. and eventually correct that data.
When done, restart your iPhone.
