Special Characters menu opens but won't insert character

I have a new Macbook Air with the M2 chip (3 months old). Started off with Monterey but have upgraded to Ventura. Emojis (special characters) has never worked.

The menu opens normally either by Edit > Emoji & Symbols or FN key or CMD + CONTROL + SPACE shortcut, but when I click on the emoji I want to use the menu goes away and the emoji doesn't get inserted into the text. This is the same for any emoji and also for every app, be it Safari, Text Edit, Notes or really any app.

Have tried Keyboard settings in System Settings but everything looks as it should. Input sources are English and Portuguese. I have tried adding Emoji as was the case in older Macs but there's no such option.

Any help is appreciated.

It may depend on the application that you invoked the Emojis & Symbols panel.

When I open a new document in Pages and launch this panel, and then click the icon in the upper right corner to make it the smaller of the two panels, a single click on an emoji will insert it into Pages. It also works with a single-click from the smaller panel when opened from this editor window.

I found out that I am able to insert emojis if I use the full-fixed character viewer, no difference between single or double click. However, if I choose to use the simpler, pop-up menu that regularly opens with the keyboard shortcuts (either Edit > Emoji & Symbols or FN key or CMD + CONTROL + SPACE), it won't work (wether single or double click).

This one doesn't work at all:

But this one works:

Any ideas on how I can fix the simpler pop-up menu without having to open the fixed character viewer (which needs to be manually closed after character insertion)?

Thanks!

It also works with either double or single click for the full Character Viewer panel and also the smaller, but fixed, panel (the one you have to close with a click on the x, as below):

But it won't work at all for the pop-up menu (the one in which you're supposed to single click the emoji and it gets inserted + the panel automatically disappears), as below:

I have tried a multitude of apps such as Text Edit, Notes, Safari, Keynote and really anything that will let me type text into. Same behaviour in all of them.

When I open the emoji panel with the keyboard shortcut and the panel is still enlarged, it is a question of the timing, if the double click will be recognised as a double click. I have to double click very fast to insert the special characters this way. Once the panel has responded to the first click and has shown the info about the character, the second click will do nothing.

Perhaps it will help to check the Settings for the Keyboard, the delay for the response to a key.
