Clicking on an emoji doesn't enter on MacOS Ventura 13.1

When I pull up the emoji keyboard while in an application like Notes, I tried clicking the emoji once to enter it, but nothing happens. This happens in all other applications as well. I clicked to expand the emoji window, then the emoji WILL enter if I double click. When I collapse back into the smaller view after expanding it, NOW the emoji keyboard works and I am able to click an emoji once to enter. If I close the window and re-open the emoji keyboard, the same behavior starts again.


I tried restarting my computer and this behavior still exists.

As far as I can remember it's always been double click.
