Can’t make or receive calls on 14 Pro Max after activation

I activated my new 14 Pro Max by transferring from my old 11 Pro Max through iCloud and was able to receive and make calls for a few minutes. However, I realized that all of my information from the old phone did not transfer to the 14. So, I did a factory reset and did the transfer/activation again from the old 11 phone to the 14. Everything transferred, but now I cannot make or receive calls. Can anyone help with this?
