How long until I can call out on my new phone after transfer?
I just transferred from my Iphone7 to a new Iphone 13 over 2 hours ago and I still cannot make or receive calls.

You have to move the SIM card from the old phone to the new phone. Until you do that, the new phone has no cellular number and no connection to your carrier.
If you're using an eSIM rather than a physical SIM, you may need to contact your carrier.
