iOS 16 location services not working

iPhone 11 Pro Max automatically updated to the new update with ios 16. It does not allow others to see my location in message app. It says "unable to connect to network, try again later" when trying to stop or start sharing my location with others. My location does work as I am able to use Apple Maps with live location however no one I am sharing location can see me anymore. I have done a soft and hard reset on the phone and nothing still get the same message. What is wrong with this update?

It may be a bug in the update. So, report this to Apple...

Report this to Apple:

Do your Part: Provide Apple with feedback on this, letting them know about this issue. Apple may not get back to you directly, but the more feedback they receive on this, the more they will know what is occurring, and what bug fixes to include in updates to come. Apple probable has received little to no word of this issue.

Go Here: Feedback - iPhone - Apple
Select: "Bug Report" for the "Feedback Type"
Comment: that this all began after installing an update, and how you have troubles it thus far. Include the URL of this thread.
Proceed from there as necessary
