Set a focus mode to allow notifications for calls from only allowed people. But all phone calls from other contacts and non contacts continue to get through without restriction. According to the documentation, this is not working properly. Only allowed contacts should be getting through.

To clarify, is the Focus active when this happens? Any specifications you set on a specific Focus only apply if that Focus is currently active. You can check your Focus and which one is toggled on under Settings > Focus.
If contacts are still getting through, ensure they don't have Emergency Bypass enabled under their Contact card:
"Allow calls from emergency contacts when notifications are silenced
You can allow sounds and vibrations from emergency contacts to come through even when your iPhone or notifications are silenced.
.Should you notice continued issues, try deleting that created Focus, then setting up another one. If the same thing happens with the newly created Focus, feel free to reach back out.

When you set “Notifications” for allowed people that does not control phone calls, only notifications. Below the notifications is the field “Allow calls from” and you must choose a value from the dropdown to the right. Most likely it will be “Allowed people only”, but there are other options.
Yes focus mode was applied with the icon visible in the notification area. Emergency bypass not not apply since calls from non contacts were coming through without restriction.
Does my original post not say that i set only allowed list for phone calls?
Focus mode does not restrict notifications to allowed list.
