I suddenly am being charged by vpn mobapps limited on paypal account! Who are these people who claim that they are linked to Apple?

Your charges appear in PayPal (not an Apple product), from a third-party (not Apple). You'll need to seek any remedy from PayPal or the vendor, not Apple.
You're also in a customer forum, not talking to Apple. But, for what it's worth, Apple cannot help you as per above.
