The only feature related to normalization in GarageBand would be the option to automatically normalize the audio when the project is exported as described here:

If you want to raise the volume of silent parts for a single track, you could use the Compressor plugin for an audio track. Select the Audio Track, then open the Smart Controls. Usually the Compressor has already been added as a plug-in.

Be frugal with the amount of compression. Too much much compassion will sound unnatural.
