Change print size by percent?

On Ventura 13.0.1, using Preview 11.1 - it seems the Print dialog has changed dramatically. I'm trying to print a PDF that's 2 pages, but the 2nd page is only one line.

Previously, I could use the Scale to set a smaller percent in the box, and it would affect the entire document.

Now, though, it's only affecting the currently selected page. For example, I can shrink the 1st page to 85%, say - but it doesn't move the last line up so there's only one page. There's still a 2nd page with one line on it at the original size.

Any idea how to get that last line up onto the 1st page???

Note: seems like this affects all of Ventura; Safari uses the same Print dialog now, also.

You can scale each discrete page of the PDF in the print panel, but you cannot alter the PDF content itself to reduce it to one page via scaling it as each PDF page has its own media box. That would have to be done in the source software that originally created the PDF, or a third-party PDF Editor, which Preview is not.

The following works to scale every page of a four-page PDF in the Print panel, but has the limitation of the first paragraph.

Yes. As I noted in my question, changing the scale is now only affecting the current page, not the entire document.

I change the scale to 85%, and page 1 shrinks - page 2 stays the same: it still has one line on it that is at 100%. Previously, the line would've moved up and the document would've become one page instead of two.

Edit: if I shrink the scale enough, I see that the 2nd page content is shrinking, too. However, it's still not moving up and becoming one document as it did prior to Ventura.
