Face ID keep saying out of view

I have a problem with my Face ID, and it won’t work, so I reset it. But when I want to set up my Face ID, it always gets stuck in the first step. It keeps saying out of view or move your iPhone a little lower, and no matter how much I move my phone, it doesn’t get started. I already update my software to the newest version (16.1), and I’ve restarted my phone many times. I also ensure my phone is in ring mode, but it doesn’t work. How can I fix this? My phone is an iPhone 11.
