There is no transfer function available for Apple TV (3rd generation or earlier) to Apple TV (4th generation or later). Those two groups of device models are too different.
For the later models, it is possible to use the One Home Screen functionality to have the new device have the same apps and layout as the prior model. Activate the One Home Screen on the old one, then set up the new one, and select the One Home Screen functionality during the setup questions.
