Preview losing all annotations and comments - Unacceptable

I painstakingly annotated a document using Preview with important notes/comments/highlights. When I opened the document a day later, I see that a considerable portion of my notes are lost.

How can this be allowed on a default PDF viewer for Mac?

Apple support/engineers, please fix this issue first.

I am on MacOS Monterey, 12.5.1 (21G83)

MacBook Pro 16″, macOS 12.5
