Preview annotations disappearing

Is there a reason my notes from annotated pdf files disappear when I reopen the pdf on the preview app?

Right now I use a 3rd party pdf reader app to avoid this very issue at the moment, but I'd prefer Preview to that if this issue can be fixed.

Is there something I can do to fix this?

MacBook Pro 13″, macOS 12.6
