When I have my iphone X set to airplane mode, I still get calls. Why is that?

That is because you probably have Wi-Fi set to ON and connected to a Wi-Fi network and Wi-Fi Calling is activated. The calls are getting through via Wi-Fi Calling.

You can prevent this from happening by turning OFF Wi-FI as well (along with AirPlane Mode) or, if you must have Wi-Fi set to ON and connected, then you can turn OFF Wi-Fi Calling by opening Settings ➡️ Phone ➡️ Wi-Fi Calling: Set this switch to OFF.
