What are the minimum hardware requirements for MacOS Ventura?

You probably won't know the answer to this follow-up question, but:

Does the version of Safari that comes with El Capitan 10.11.6 function acceptably in the modern Web/https environment? I ask this because the latest version of Safari that was compatible with 10.8.5 (i.e. the one I am now using) is now fairly obsolete and simply can't run the code currently used on 2022-era Web pages very well -- about 30%-40% of web pages will run into some code glitch or simply not load at all, or won't run videos nor display embedded comments or tweets, etc. etc. Is the Safari that comes bundled with El Capitan 10.11.6 pretty much as obsolete as the version that came with 10.8.5, or is it modern/updated enough such that it will work decently well with the 2022-era internet?

I already backed up all data and migrated it to another device. My goal now is to wipe the drive of this iMac and start afresh with new user account and no leftover user-created files, and the most updated OS possible. (I'm prepping the computer to give to a family member who will likely mostly just use it for Web browsing, email, and basic apps.) Thanks for the link!
