External Hard Drive to External Hard Drive formatting
Photos on external HD formatted as MAC OS Journaled. Can I copy these photos to a second external hard drive formatted as APFS or need to stick with MAC OS Journaled?

You can just drag the Photos Library over to the new drive formatted as APFS. I would load it in Photos and check before I erased anything, though!
