I use to be able to send apple cash my phone won't let me now it says.
Apple Cash requires the same Apple ID for iMessage and iCloud. To send and receive money on this device, sign in to iMessage with email user name I don't know to sign in for this to work.

Check that the Apple ID (email & password) used in Settings->Account(top of settings) and Settings->Messages->Send & Receive->Apple ID are the same ones.
If not, you will need to sing out of one and sing in with the same Apple ID as the other.
I both places need to be using the same combination of email and password there.
