Pages Text Format Shortcuts Not Working

I use Pages to write notes and do not have a lot of experience with macOS and its apps. I set a shortcut to the "Note Taking" list style in the Format tab, but now it doesn't work. It still says the shortcut is bound to the same button but it doesn't create the bullets. I've tried rebinding and binding it to different keys but it still doesn't work.
