I cannot edit photos taken with my iPhone 14 Pro Max, particularly 48MP Raw pictures. Editing software Luminar Neo. iMac OS Ventura 13. There is also a problem with Apple Photos. Does the problem relate to the OS Ventura?

You first need to check if Neo supports the iphone 14 raw files. According to this thread, 8 months ago apple pro raw was not supported at all:

What specific problem do you see with Apple Photos? I would expect the 14 to be supported in ventura.

This is helpful, and I have just learnt that Luminar Neo does not support the new iPhone 14 Pro. I thought that it could have been a problem with OS Ventura 13. I was mistaken about Apple Photos, it does the editing but I have never used used before, and it is not good enough for my needs
