Why can’t we use our mobile hotspot data to download software updates on connected devices?

I ask this because there was a time when I was able to do software updates on my iPad using the hotspot on my iPhone. Its absolutely possible. I have 40 gigs of data and a fast enough connection. So why not?

Furthermore, with all of the recent threats to security and the panic that ensued when Apple urged users to update recently, wouldn’t this be a very important capability for those of us without other means of connectivity?

I am sending this to Apple as well.

iPhone SE, iOS 15

This is a question for your carrier. Typically, Carries simply don't permit such a high cellular usage for downloads like this. If you happen to have an iPhone which is 5G and you pay for unlimited data, Carriers are now permitting downloading updates over cellular, but not using a Hotspot.
