A dialog box appears when connecting iphone 12 with usb cable to macmini ,a sw update is required to connect iphone12 to macmini, download ok but installation rejected, iphone 12 is anyway connected to macmini. Repeats itself each time after connecting usb-cable

Yup have seen this several times.
It occurred when iOS 15 was first brought out and again since iOS 16 was released
There is a supposed Workaround involving the download of Xcode ( not sure there ) but will see if I can crackdown that question and post back the link.

1 - Get Support Choose a product and we’ll find you the best solution.Start now and open an Apple Support Ticket as they are Apple Employees to deal will these types of issues. This may cause Apple to actually address this issue.
2 - Product Feedback - Apple and make it known to Apple regarding this ongoing issue

Can only suggest, at this point , is to open the Apple Support Ticket from precious reply.
The " Walled Garden of Eden " aka Apple Eco-System has some additional work to be done
Correction, the installation of Xcode wasn't completed 100% , the dialog box "sftware is required" does not appears anymore after connecting the usb cable between macmini and iphone12.
