Since upgrading to Monterey 12.6, when I open Photos 7.0 I get a window that says it's restoring, but it never gets beyond 0% complete. I restarted Photos, restarted my MacBook Air (13-inch, Early 2015), no difference.
Anything else I can do?

I had high hopes going through the Repair logins, but tried that 3 times and each time I got that same blank screen with nothing but the color wheel. I let it run for more than a half hour. Then had to Force Quit.
Maybe a half hour isn't long enough?
Just tried again and am back to the "Restoring" screen still at 0%. But a regular Quit is available.
How large is the library? On my Photos Library with 55000 photos and videos the restoring took two days, without showing any progress. Let it run without disturbing it.
Has your Photos Library been syncing with iCloud? In that case you should turn on iCloud Photos again, so your Mac can access the originals in iCloud and restore the missing originals. There is a message in your screenshot, indicating that Photos is waiting for access to iCloud to restore missing originals.

Turning on iCloud was part of the solution. I called Apple today and went through hours of checking everything (Disk Utility, et al), re-installing Monterey, rebooting several times. A good fall clean-up!
Don't know what exactly was the problem so I'm no help to anyone else who has the same complaint.
Now that it's working again, I see there are only about 400 pictures and videos in this library. I have many duplicates to clear out also.
At least I know some ideas to try if it happens again.
Close Photos and then relaunch while holding down the Option+Command keys to repair the library.
