Photos stuck restoring on Mac

I'm on a Macbook Air 2019 running Monterey 12.6. I opened Photos yesterday and got the Restoring screen, with a tiny message at the bottom "iCloud Photos is not turned on. You can turn on iCloud Photos in Photos Preferences." It's true - ICloud Photos is not turned on. I don't want it turned on. I don't want to pay for extra icloud storage. And even if I wanted to, Photos Preferences is grayed out so I can't turn it on there. I left it restoring overnight and, of course, it never moved from 0%. Restarted and got the same thing. I can't do anything else in Photos. Help?

Nevermind - I restarted yet again and now everything is fine.
