Blocked but says delivered

My iMessages to another iPhone sent green with “delivered as text message” statuses and my phone calls to that # went straight to voicemail for about a week. However, today when I attempted to send an iMessage it sent blue with a “delivered” status. Does this mean km unblocked? Could this be a fluke?
