# is blocked but when I send a text to (let’s name the phone: A) it won’t say delivered until later, which can vary. It can say delivered 2 mins later, or 30 mins later, even an hour later, etc. I tested this out on other iPhones by blocking my # & sending a text at the same time as I text phone A & with the other phones they don’t deliver but phone A shows delivered. So are my messages really sending?

If another person has you blocked on their end you can still send them messages, however; the person who has you blocked would not receive them. There is no indication on your end that you or your messages have been blocked. Block phone numbers, contacts, and emails on your iPhone or iPad
When you block a phone number or contact, they can still leave a voicemail, but you won't get a notification. Messages that are sent or received won't be delivered. Also, the contact won't get a notification that the call or message was blocked. When you block an email address from Mail, it goes to the trash folder. Email blocking works across all your Apple devices.

To clarify, if I see ‘delivered’ that doesn’t necessarily mean that I’m not blocked?
iMessage says delivered when blocked
