Not able to open locked notes on macOS Monterey 12.6

Hello, for some reason, on my MacBook Air 13 inch 2020, I can't open any of my locked notes as it says 'unsupported note'. When I try to open it, it says that I need to upgrade to the latest version of macOS, which is weird since I'm already in Monterey 12.6 so I don't know why it doesn't allow me to open it. Please can someone help me, thank you.
