Apple watch has to update before pairing to iPhone but iPhone says watchOS up to date

Hi, I have an Apple watch series 2 and am trying to pair it to an iphone 11. The iPhone says there's a software update required to pair to the phone, but when I try to update my watch, the iPhone says the watch is up to date on iOS 3. I also tried to pair it to an iPhone 7, but the same problem occured. Any help would be appreciated.
