Is the Lock Icon on the Safari Search Bar preventing the link to fully open?

Safari Links Whenever I click a link on Safari, the link randomly turns into a rounded rectangle and a png of it basically just jumps to the upper left corner of my screen on Safari, where the button where you can access reading lists and bookmarks is. I end up having to retype in the website i was on to be able to click the link, and reloading doesn’t work. It’s really annoying, how can I get rid of it? If i can screen record this later, I will send it.

Safari Links will not open I’m having trouble opening links within safari, I have to hold my finger over the link and select open in new browser. Before when selecting the link it would just open.

No; the "lock" icon (grey or green) merely indicates the website is using encryption: Avoid fraud by using encrypted websites in Safari on Mac - Apple Support.

If a website is not loading for you, be sure to review all the suggestions in If Safari on Mac doesn't open a webpage or isn't working as expected - Apple Support.
