Menu scrolling away on it's own every time I try to click

I'm on the screen where I was going to choose the country/region to move my account to, but the list keeps scrolling away every time I click on a country. It's frustrating, I must add. I'd rather having it not loaded up…

This only happens in this particular menu, I recorded it here:

Hi not-far,

Do you have any protective film on the device that might be interfering with your ability to touch the screen? If not, you may want to try restarting the device. Sometimes that will clear up minor software issues.
