I'm upgrading to Apple TV 4K from an older Apple TV. Is there some way to transfer the apps and data to the new 4K Apple TV? Do I have to re-enter all the apps one by one?
No real data stored on an Apple TV to transfer.
For Apps, depends on how old the old Apple TV is. If its a 3rd generation or earlier then it did not use apps, it used server pushed channels, so nothing to transfer really. You need to download the actual apps to the new Apple TV.
If the old Apple TV was a 4th Generation (HD) the you can sync the Home Screen to the new one: Customize the Apple TV Home Screen - Apple Support
