I opened it to Mac OS X Utilities but not sure where to go from here to try to fix the issue

Did this occur just when you turned it on yourself, for the first time? If so, I'd say return the item. Seems you've been scammed (though a full-assumption, on my part).
Choose Reinstall macOS or Install OS X, whichever one appears.
You could get a genius appt and take in to the Apple store, they can help with this issue as well.
