Location ios16 no apps available

When I go to the settings for the location services, I can't find most off the apps as in ios15.x. I need to permit an app that needs my location. Even the build inn weather app doesn't have permission. Does anyone have a solution?

iPhone 12 mini, iOS 16

"Go to Settings > Privacy & Security > Location Services.
