Is there a way to have Safari open a new tab instead of downloading it? It takes up memory for useless documents, but I can't see them until I download them - ridiculous. I know I can delete them afterwards but would prefer to use my time more efficiently.

To open a new tab in Safari, File > New Tab or ⌘ T
That action opens a new tab with content specified in Safari's Preferences > General > New tabs open with > one of its four selections. To change it, read Change General preferences in Safari on Mac - Apple Support.
I do not understand what is getting downloaded. That is not normal.
Safari only downloads instead of opening a new tab
