Here's what you need
• An iPhone or iPod touch with iOS 15 or later.
• An iCloud account with Health turned on and two-factor authentication enabled.
• The person you want to start sharing with must be saved in your Contacts with their iCloud account email included.
If you have confirmed everything is correct there, let us know what happens when you try to share the data. In addition, let us know if you can share the data with anyone else or not.

We'd like to continue to assist you. You mentioned that you did follow the steps we shared earlier. To confirm, did you navigate to the Contacts app. Locate the specific contact you're trying to share your health data with and make sure that their iCloud email is saved in their contact information? If so, make sure that all devices (yours and your friends) are fully updated as well: Update your iPhone, iPad, or iPod touch - Apple Support
1.) Back up Back up your device using iCloud or your computer.
2.) Plug your device into power and connect to the internet with Wi-Fi.
3.) Go to Settings > General, then tap Software Update.
4.) If you see two software update options available, choose the one that you want to install.
5.) Tap Install Now. If you see Download and Install instead, tap it to download the update, enter your passcode, then tap Install Now. If you don't know your passcode, learn what to do.
Once all devices have been fully updated to the latest iOS version, and the correct iCloud email address is saved in the Contacts app, try to send to see if you're able to share your data with them. Also, make sure there isn't any restrictions enabled on both devices. Navigate to Settings > Screen Time > Content & Privacy Restrictions > Allowed app > Health > ON.
