What can I do if it won’t allow sharing with family even through family sharing as well, my wife can’t share nor can I receive notification to share within the health app as she struggles with COVID 19.

I am not sure how you are sharing. I did this with no issue whatsoever. Please see the pic below. Can you please mention the difficulty faced by both of you? Are you both from the same Region / Country?
