There is a long delay, >1 second, when trying to go to the next page on my Macbook 2019. Its ruining my reading experience as I keep the text quite large, and turn the page very often. Has anyone experienced this, or found a way to reduce this delay?

You have been so patient, and obliging!
Next thing to check may be the trackpad settings.
With some settings the trackpad may be pausing to make sure you have finished tapping / clicking..
To Check Trackpad Settings"
Click on the black "Apple" on the left in the top menu bar.
Click on "System Preferences" in the drop-down menu that opens.
Click on "Trackpad"
Choose "Scroll and Zoom" on the top menu of the window that opens.
If "Smart Zoom" is ticked, click the tick to untick
Now you won't be able to double-tap to Zoom,
however, the reading performance may be slightly improved for you.
There's another setting too:
Again: System Preferences
This time: Accessibility
Then: Mouse and Trackpad
Next: Pointer control (left menu)
Next: Trackpad Options (at the bottom)
Uncheck the "Enable dragging" option
Hopefully changing the settings may help improve on the delay you've been experiencing.

My MacBook Pro is older than yours, and I haven't noticed this delay in reading books in the Books app.
However I keep my Mac plugged into power most of the time, instead of just using the battery power.
This may or may not improve my experience, but may be worth a try..
Wondering if it is only in the Books app you notice the slowness, or whether the slowness is in other apps as well.
Sometimes a Mac has a full load of memory, or storage, which slows things down, or it can be from various other causes.

I can produce the problem on power and on battery, and still experience the problem with the computer under low load. I have a 2.4 GHz 8-Core Intel Core i9 with 32 GB RAM. I am only noticing the issue with the Books app.

Wondering which Mac OS version is installed on your 2019 MacBook.
Perhaps, if not already completed, updating to the latest Mac OS (12.5.1) may make a difference.
(Eg: Noticing the Books App is version 4.4 on my Mac with that Mac OS)
I have Mac OS Monterey 12.5, build version 21G72 installed and my Books app is on the same version as yours, 4.4.
